The first major deposit, known as Tamar, was discovered in 2009 off the coast of Haifa, Israel, by a consortium made up of Noble Energy (US) and Delek-Avner (Israel). Other gas fields were later discovered in the same zone of the "Levantine Basin": Leviathan (Israel), Aphrodite (Cyprus), but most importantly Zohr, in 2015 off the coast of Egypt: the largest gas field ever discovered in the Mediterranean, larger than all the others combined. It was found by the Italian oil giant ENI, which has already started to exploit it and is aiming to start production by the end of 2017. Meanwhile, Israel, supported by its US ally, is drilling away, driven by a free-market and idealistic vision: exploiting the gas will oblige the countries of the region to co-operate as business partners, which will in turn create peace and stability. But the gas under the Mediterranean Sea may also carry within it the seeds of new conflicts. On the divided island of Cyprus, it threatens reunification efforts. In Lebanon, its location - straddling the disputed maritime boundary with Israel - boosts the belligerent rhetoric of the armed Hezbollah group. It is hoped the gas could be worth billions of dollars, and all eyes are on the highly coveted European gas market, which Russia would like to keep for itself. Speaking to FRANCE 24 in Washington, the US Special Envoy and Coordinator for International Energy Affairs summarised the situation. “All of a sudden, it’s not just a bunch of fishermen that care about those waters. Suddenly, there’s billions and billions of dollars”, he explained. The stakes are certainly high. In total, nearly 3,500 billion cubic metres of natural gas could lie under the eastern Mediterranean, according to a study by the US Geological Survey. University teachers are not dedicated or keen to teach any more. Medical students take private lessons, as in the humanities, engineering or business faculties. No one is dedicated the way they used to be." A lack of government funding is not only undermining health provision and affecting the quality of doctor training, it's also spawned a black market in the sales of human organs - and a bizarre trade in "patients for hire". In the Qasr al-Aini Hospital, a familiar face walks the corridors, seen most frequently during exam season. Ahmad al-Saed Ahmad is a professional patient, more commonly known as a "consultation subject". In return for treating his chronic chest complaint, Ahmad - who is on the books of an agent organising similar cases for this kind of work - is paid by students at the hospital, to allow them to examine him in preparation for their final medical exams. He uses his cut of the money to pay his own medical bills. The rest is pocketed by the agent and universities taking part in the back-door process. But Ahmad's role - and that of other consultation subjects like himself - doesn't end there. "I started memorising the medical terms until I knew the cases by heart," he says, "We learned them so we could teach them [the medical students]. "Sometimes the student doesn't know anything at all, so we explain everything, like how to measure blood pressure, take a pulse. The things they should have learned in medical school, we teach them." Some trainee doctors choose to leave Egypt, to take advantage of greater opportunities and better education abroad, in Germany, for example, but most have to make do with the situation at home. "The number of medication companies has grown recently. Dr Nihal Majdi works in general medicine and is calling on the Egyptian government for more rights and better support, claiming that doctors' conditions verge on the inhumane. She says this is the heart of the problem and is threatening patient care. "They [doctors] are asked to work extra shifts without getting paid or working in a humane place and without the proper resources. Without a lot of things. A big part of our job is humanitarian. Coming three years after the Macondo oil spill disaster, Shell targets first production by 2016, demonstrating confidence in big offshore projects in spite of a downturn in oil prices. Shell's 100 percent-owned Stones field was discovered in 2005, some 200 miles southwest of New Orleans. It encompasses eight lease blocks in the Gulf of Mexico's Lower Tertiary trend, which is the Gulf's deepest, most challenging and most promising play, estimated to hold up to 15 billion barrels of oil. "Ultra-deep" wells, drilled in water at least 1.5 km (4,500 feet) deep, and often into several more kilometres of rock to the reservoir below, accounted for around half of all the world's new discoveries in the first half of last year.

The Hoover Institution hosted "Middle East Strategy Challenges: Egypt, Iran and ISIS" on Wednesday, May 17, 2017 from 5:00pm - 7:00pm EST. The Hoover Institution's Working Group on Islamism and the International Order discussed the challenges facing the administration in the Greater Middle East. This region is of vital American interest, and the United States must reclaim a role to help shape a policy that acknowledges and confronts the strategies pursued by both its allies and adversaries. To this end, the Working Group recently gathered experts to discuss these challenges to American foreign policy that developed into a policy paper entitled, Ten Proposals on the Middle East for the New US Administration. The panel discussed three main topics: Egypt, Iran, and ISIS. In particular, their remarks will focus on the following themes: Jihadism on Its own Terms: Understanding a Movement Ayatollah Machiavelli: How Ali Khamenei Became the Most Powerful Man in the Middle East The Follies of Democracy Promotion: The American Adventure in Egypt Moderators: Russell Berman is a co-chair of the Herbert and Jane Dwight Working Group on Islamism and the International Order, a senior fellow at the Hoover institution, and the Walter A.
